Sewers

Southern Water are responsible for the network of public sewers in the city , not Portsmouth City Council. Under Section 98 of The Water Industry Act 1991 it is the duty of Southern Water to provide a public sewer for domestic purposes if required to do so or “requisitioned” by one or more of the following:(a) The owners of the premises;(b) The occupiers of premises (e.g. tenants);(c) The Local Authority. Requisitioning a sewer means that Southern Water is responsible for the design and construction , following construction they are responsible for maintaining the sewers as a public sewer.
