Early years and childcare

Our Early Years and Childcare Service leads on the strategic planning and local delivery of early years and childcare services, responsible for implementing the early years elements of the Childcare Bill at a local level.

This supports the achievement of our national and local targets including those in the Portsmouth Children’s and Young Peoples Plan, which relate to Early Years and Childcare 0-16 such as:

  • improve the development of young children
  • narrow the gap in achievement between children in the most disadvantage areas
  • reduce the proportion of children living in work-less households

We are based on the premise that children’s experience in their early years has a major impact on their life chances. It is recognised that these early experiences can be enhanced by increasing the availability and take up of high quality early years provision and other health and family support services, including parenting support and support for families at key transition points. The importance of moving out of poverty is also recognised.
