2005 Air Quality Progress Report
Executive Summary
This Progress Report is a requirement of the second round of review and assessment for Local Authorities. It is an update on air quality issues for Portsmouth City Council (PCC) since the Detailed Assessment (DA). The report has been undertaken in accordance with the Progress Report Guidance LAQM.PRG (03).
PCC's Progress Report covers all monitoring data for 2004 and assesses the data against the Air Quality Objectives. It also covers any development changes that may have an impact on air quality, as well as updating on any relevant strategy and policy changes.
The Report compared the new 2004 monitoring data against the relevant Air Quality Objectives. There has been one exceedance of Air Quality Objectives outside the designated AQMAs for NO2 annual mean at roadside sites at Victoria Road North. It is recommended that NO2 monitoring be continued at this location to demonstrate compliance with the Objective.
The Continental Ferry Port and Gunwharf SO2 analysers show no exceedances of the short-term Objective in 2004. It is recommended that these sites be continued to provide relevant air quality monitoring data in support of future review and assessment work.
There is one proposed major development identified which may impact on local air quality (The City Centre North Development). Further consideration to the air quality impacts of the proposed developmentis being made through the Environmental Impact Assessment (EIA).
