Household Waste Recycling Centre - Permit Scheme

Changes to using the Household Waste Recycling Centre (HWRC) from 1 July 2008

From the 1 July 2008 commercial-type vehicles will no longer be able to access the HWRC at Port Solent.  This will bring the site in line with other Hampshire County Council HWRCs.

However, if your household uses a commercial-type vehicle to dispose of your own household waste at the HWRC you may be able to apply for a permit, which will allow you to use your vehicle up to 12 times a year - check with Hampshire County Councils website (link on the right)

A permit will be required for the following:
 
Commercial vehicle - having no rear windows and/or rear seats and/or open back.
A hired commercial vehicle - that has been hired for longer than seven days – for hired vehicles less than seven days will not need a permit, but please bring the hire documentation with you as proof
A trailer -  measuring between 1.8 m and 3m in length – trailers over 3m in length will not be admitted

To apply for a permit you can either phone Hampshire County Council directly on 0845 603 5634 or apply on-line, via Hampshire County Council’s website  where you will also find more information and answers to some frequently asked questions.

HWRCs are not licensed to accept commercial or trade waste, it can cost the taxpayer over £1million each year in Hampshire alone.  The permit is to help prevent traders from entering the site, which will also help with reducing congestion.

Please remember that the height barrier will still be in operation (5’ 9” or 1.75m) throughout the week, but will be taken down to allow larger vehicles to dispose of their household waste on Fridays and Saturday mornings.  Portsmouth City Council employed Enforcement Officers also attend the site to ensure that traders cannot abuse the facility.
