What is highways management?
Last updated: 12 October 2011 11:50 UKHighways Management manages the day-to-day environment of the city whilst delivering sustainable strategies for road, footway and street lighting condition through a pioneering highway management contract with Ensign Highways Limited.
This service influences the experiences of residents and visitors, through not only the availability and quality of the road and footway network, but also through quality street cleansing, along with graffiti and fly tip removal.
Department for Transport (DfT) Contributions to Severe Weather Damage
In March 2011 the Department of Transport announced that it was to release £200m additional funding to help repair the damage to roads following the extreme winter weather. Portsmouth City Council's proportion of the £200m was £258,555 and this was added to the highway maintenance budget the City Council holds for the tertiary road network.
Unlike most authorities the City Council has in place a 25 year PFI funded agreement to maintain our highway network and consequently the Strategic Road Network across the City has had significant investment and thus the structural integrity of the roads on this network held up well against the severe winter weather we experienced. Unfortunately the minor roads did not fare so well and whilst the PFI contract took account of most of the issues that arose the additional funding was used to supplement the repairs to defective carriageway surfaces to ensure the impacts of the winter weather did not have a long term impact on both the state and appearance of our highway network.
