Our carbon management plan

Between May 2008 and March 2009 we participated in phase 6 of the Carbon Trust’s carbon management programme. The main output from the programme is our carbon management plan, which lays out details of our carbon footprint and planned measures for reducing carbon emissions over the next 5 years.
The first project in the Carbon Management Programme was to improve the accuracy and monitoring of PCC’s energy and transport data in order to reduce wastage and increase efficiency. This was identified as an issue while working on PCC’s first carbon footprint, produced in 2007/08, which was calculated with the best available data at the time but was incomplete in a number of ways. Since then a great deal of hard work has taken place with the installation of automatic meter readers, a software monitoring package and better transport management. All of which have dramatically improved the information available, as well as identifying opportunities to reduce wastage and provide savings through correcting inaccurate billing. A very successful first project. With the introduction of the CRC, Energy Efficiency Scheme which has the first monitoring year as 2010/11 it has been agreed that to increase clarity and avoid any duplication of effort in the council’s Carbon Management work that the 30% aspirational target is realigned to:
“Portsmouth City Council will reduce CO2 emissions from council operations by 30% from 2010/11 levels by 2016/17”.
