How we deal with planning applications

The Government has set targets in terms of how quickly planning applications are decided.

These targets are:

  • Major applications – 60% of all applications to be determined in 13 weeks
  • Minor applications – 65% of all applications to be determined in 8 weeks
  • Other applications – 80% of all applications to be determined in 8 weeks

To help meet these targets we have adopted the following procedures:

1. We make sure that we have all the information we need to determine the application before it is registered, because once the application has been registered the “clock is ticking.”

Here is an example:
In parts of Portsmouth where the Environment Agency has identified the risk of tidal flooding (in line with Planning Policy Guidance Note 25), a Flood Risk Assessment must accompany any planning application for new residential development.
We will not register the application without this assessment.

2. The submission of amended plans can mean that an application goes beyond its period for determination. We will now determine the application on the basis of the information sent in.
If an application is to be amended to such an extent that it requires re-advertising, we will expect that it is to be the subject of a new application.
If it is agreed that a scheme can be amended and that the alteration will not require additional consultation, then a date will be set for the submission of plans that will be within the relevant determination period. If the revised plans are not submitted by that date then the scheme will be determined on the basis of the original drawings.

3. Where planning applications require legal agreements we will be setting strict timetables for their completion. This is consistent with the approach taken by the Planning Inspectorate.
