No 4 Shopping Centres

"Town centres are part of our national and civic heritage, and securing their health helps to foster civic pride and local identity. It also helps promote sustainable development."
 
 Planning Policy Guidance Note 6: Town Centres and Retail Developments (1996)

PPG6 advises local authorities to collect information on a number of key indicators in order to monitor the vitality and viability ("health") of their town centres. For the purposes of this report, it refers to Portsmouth's five 'defined' shopping centres.
