No 12 Open Space

Open space is an important feature of the urban environment, especially in a city as densely populated as Portsmouth, where many people may not have access to a private garden.

Different types of open space satisfy the varying user requirements of different people. It is important, therefore, that an adequate variety of open spaces exists within an urban area as well as a sufficient quantity. Some forms of open space, such as children's playgrounds, golf courses or bowling greens, are geared towards specialist user groups, while other facilities, such as ornamental parks and gardens, may be used by a whole cross-section of people, from parents with young children through to the elderly.

For the purposes of this document, and in the context of the review of the City Plan, open space will be taken to mean green or tarmac areas specifically laid out for recreational or amenity purposes, along with green or other open areas which otherwise fulfil an important role in recreational or amenity terms, such as cemeteries and allotments. Vacant or derelict land is excluded from this assessment.
