Planning policy guidance can take a variety of forms, including European directives, national government legislation, formal guidance notes, less formal White Papers and more localised supplementary planning guidance reports.This Topic Paper outlines the most relevant strategic polices and guidance which reflects current approaches to land use, transport and economic planning and which provides relevant guidance on the review of the local plan review.
Strategic policy is varied and provided by different levels of government and planning administration. These include the European Union, Central Government, the Regional Planning Conferences and county and structure planning authorities. The policies of the review have to be developed within this context. Strategic planning guidance provides the framework upon which more detailed and localised policies are developed and identifies the role any one area plays within the wider planning picture.
Portsmouth’s role and influence extends well beyond its city limits. It is seen as an important centre for employment, culture and recreation, military activity, shopping, transport and even nature conservation, as well as the home for some 190,000 people. The city, therefore, has significant regional and national roles to play.
