10. Potential impacts and costs

It is suggested that a measured approach be adopted with the creation of a new, high quality mass transit system at its core.

An incremental approach should be promoted. Although further work would be required to identify the technology and alignments for a new mode, an initial review suggests that a bus-based approach will gain widespread support and a measured approach to its introduction will engender the necessary support from DfT and potential operators.

In terms of value for money, a key Government issue, such a system has been shown to be effective elsewhere, particularly in terms of the flexibility of the system and its relative costs.
