Anti-social behaviour

To report an incident of anti-social behaviour:
  • in an emergency situation call 999
  • in a non emergency situation, but requiring police attention, call 0845 045 45 45
  • your area office
  • the out of hours service on 023 9282 4244
  • Crimestoppers on 0800 555 111 for anonymous calls

You will need to give information such as:

  • date and time of the incident
  • where the incident took place
  • what the wrongdoer(s) is doing or has done
  • the name of the wrongdoer(s) or who it is
  • any other witnesses to the incident
  • details of the wrongdoer(s) including the number of people involved, their sex, height, build, colour and lenght of hair, distinguishing marks, ethnicity, clothing and nicknames
  • how the incident is affecting you and others

Supporting council residents and leaseholders

The Anti-social Behaviour Unit (ASBU) works to keep the city free from inappropriate behaviour.  It draws from the Hampshire Constabulary, the crime reduction charity, MOTIV8, and Portsmouth City Council.

We work closely with the area offices and other agencies within Portsmouth and Havant to ensure that residents can live peacefully and safely in their neighbourhood. This includes helping housing staff to obtain evidence or supporting witnesses.

Our pledge to council residents

We have made a public commitment to prevent and tackle anti-social behaviour involving our tenants and leaseholders in Portsmouth and Havant by signing up to the Government’s Respect Standard for Housing Management.

This highlights our current stand against anti-social behaviour and our commitment to helping our residents enjoy a quiet life in a safe and peaceful environment.

Respect standard for Housing Management

The standard highlights six areas to ensure we deliver an effective response to anti-social behaviour. This includes:

  • accountability, leadership and commitment: reassuring residents by being transparent and accountable, having a strong commitment to working with partners, searching for solutions to problems and carrying out what we promise
  • empowering and reassuring residents: encouraging resident involvement to help resolve problems that you face
  • prevention and early intervention: proactively working with resident to prevent and stop anti-social behaviour
  • tailored services for residents and provision of support for victims and witnesses: providing ongoing support for residents facing anti-social behaviour
  • protecting communities through swift enforcement: assisting local partners to ensure that court orders are adhered to
  • support to tackle the causes of anti-social behaviour: helping residents get back on track by offering appropriate support programmes
