Penalty charge notices

PCN being issued Penalty charge notices (PCN) are issued if your vehicle breaks parking regulations, such as parking on double yellow lines or not displaying a valid pay and display ticket. They are issued under the Traffic Management Act 2004, which came into effect on 31 March 2008, before this date they were issued under the Road Traffic Act 1991.

We have been granted powers to operate civil parking enforcement and since 1999 have employed Parking Attendants, who are now called Civil Enforcement Officers, to enforce restrictions.

If you receive a PCN you have two options, to pay it or to appeal.

Pay the PCN

You can do this by using cash, cheque, debit or credit card, or a postal order and you can do this in several ways.

  • Call us on 0845 6066243, which is a 24 hour automated payment system, or during office opening hours you can call 023 9268 8310
    Please noe that we can only accept debit or credit cards over the phone
  • In person at the address below
    We're open from 8.30am to 5pm on Monday, Tuesday and Thursday, 9.30am to 5pm on Wednesday, 8.30am to 4.30pm on Friday and 9am to 1pm on Saturday. You can also pay at any of the area offices.
  • Send a cheque of postal order not cash to us at th address below
    You'll need to write the PCN number on the back of your cheque/postal order, which should be made payable to ‘Portsmouth City Council’.

Appeal against the PCN

If you feel that you have been issued with a PCN incorrectly you may make an appeal within 14 days, in writing only, to:

  • parking@portsmouthcc.gov.uk

If you make an appeal against the PCN and you are not successful you will still be able to pay at the discounted rate, as long as your appeal is made within 14 days of the issue of the PCN.
