Graves and Headstones

The owner / next-of-kin is responsible for any memorial placed upon a grave.  This would include ensuring that the memorial stone is safe and stable at all times.  We would recommend that when you visit the stonemason you consider insurance.

A memorial will only be permitted on a grave where the Exclusive Rights of Burial has been granted.  If the deceased was the holder of the Rights, they can be transferred to an appointed person before the memorial application can be approved.

We would also advise that you leave at least six to twelve months before erecting a full memorial.  This will allow the grave to settle and aid the stability of the memorial.

The following are extracts from the Cemetery Regulations 1960/1999 regarding the erection of memorials within the city cemeteries:

Regulation 1
Memorials are only permitted on purchased graves and must be constructed of natural stone.

Any vase exceeding 12 inches (300mm) in height or width will be regarded as a lawnstone and charged accordingly.

Regulation 5
Kerbstones are not permitted in the Portsmouth Cemeteries.

Regulation 6
Soft or artificial stone, woodwork, brick, plastic or any other material liable to perish or become unsightly shall not be used in the construction of any memorial or be placed upon or around any grave space within the cemetery.

Permits are required for all memorials and vases placed within the cemeteries.  All are subject to the appropriate fee.

For Health and Safety reasons loose chippings are not permitted.

We reserve the right to remove unsuitable material like the above if it is placed on or around the grave.

We suggest that the grave is kept clear and accessible to enable grounds staff to level the grave.  This is done 8 and 16 weeks after the internment.  It ensures that the area is properly maintained and reduces long-term problems such as sinkage.
