Council Tax exemption - Students

students on a beach

Properties only occupied by full time students will be exempt. There will be no Council Tax to pay once proof of student status is received.

In order to claim an exemption for their property, students at Portsmouth University need to notify the Council of their name, address and student registration number. Students at other educational institutions will need to present or send their student certificate (available on request from the University/College) to the City Council. Confirmation of student status or a certificate is required for each individual occupier before exemption can be granted.

From 1st April 2004 a student who is disregarded for the purpose of working out a discount is not held jointly liable if there is someone else with the same status and legal interest in the property who is not a student.

  • If the non student occupiers are Benefit claimants, then there can still be some reduction in the bill.
  • If the non Student occupier(s) are not Benefit claimants there will be something to pay, although there could be a discount if there is only one non student occupier.

Please contact the benefits office for more information regarding council tax benefit claims.
