Comprehensive Performance Assessment (CPA)
Comprehensive Performance Assessment (CPA) is the government's framework for assessing the performance of local authorities.
Introduced in 2002, CPA provides an annual 'score' for each local authority in England, on a scale of 0 stars (worst) to 4 stars (best). The score for each authority is made up of individual scores for key service areas, plus an assessment of corporate effectiveness, which is informed by an on-site inspection, carried out in three-year cycles.
