Portsmouth Compact

Launched on 31 March 2004 the Portsmouth Compact is a statement of partnership between local statutory agencies and the voluntary and community sector. It is to be used as a framework to guide and improve working relationships between the sectors. This will lead to better co-ordinated services and improved quality of life for the people of Portsmouth.

The Portsmouth Compact was developed by the Compact Working Group. The Compact Working Group included representatives form Portsmouth City Council, Hampshire Constabulary, National Probation Service, Portsmouth NHS Trust, Portsmouth Primary Care Trust, Portsmouth Council of Community Service and the Community Network.

Along with the Compact there are five codes of good practice:

Funding Code of Good Practice
Consultation & Policy Appraisal Code of Good Practice
Volunteering Code of Good Practice
Community Groups Code of Good Practice
Black Minority Ethnic Community Groups Code of Good Practice

The Compact and the five Codes of Good Practice are currently held by the Voluntary Sector Support Service, who are part of the Democratic and Community Engagement Team, Portsmouth Council of Community Service and all libraries and community centres.

There is also a disputes procedure that can be used to rectify situations where the Portsmouth Compact is not adhered to.
